What is the Equitable Building Performance Standards ordinance?

West Hollywood's EBPS is a city ordinance that requires larger existing buildings to report energy use every year and, on three later dates, meet a greenhouse-gas intensity standard. It is Ordinance No. 25-20, codified as WHMC Chapter 15.100. The Council adopted it December 1, 2025. It took effect December 31, 2025.

Clock 1 — Annual benchmarking

File last calendar year's energy use in ENERGY STAR Portfolio Manager. The ordinance date is May 15 each year. The first report is due September 15, 2026 after a formal 120-day extension.

Clock 2 — GHGI performance

Hit the adopted greenhouse-gas intensity target for the building's property type on May 15 of 2028, 2032, and 2036. The 2036 date is the Final standard.

The adopted metric is GHGI, not EUI. The ordinance authorizes site energy use intensity and/or greenhouse-gas intensity. The published Building Performance Targets use Total GHGI (kg CO2e/sf) only. Site and source EUI still go on the annual report; they are not the pass/fail number.

The ordinance's design goal is at least an 80% greenhouse-gas cut by 2035 across covered buildings. Mixed-use properties are scored pro-rata by property-type floor area.
